Nairobi, August 26- President William Ruto has formed a 15-member Panel of Experts to guide compensation for Kenyans affected by demonstrations and public protests.
Announced in a Gazette Notice on Tuesday, the panel will develop a framework to identify and verify victims, and recommend suitable reparations.
Ruto’s Constitutional Advisor, Prof. Makau Mutua, will chair the team, with Law Society of Kenya President Faith Odhiambo Mony as vice-chair. Members include former Solicitor General Kennedy Ogeto, Dr. Duncan Ojwang’, Naini Lankas, Dr. Francis Muraya, Juliet Chepkemei, Pius Metto, Fatuma Kinsi Abass, and Raphael Anampiu.
The technical team will be led by Richard Barno, assisted by Dr. Duncan A. Okelo Ndeda, with Jerusah Mwaathime Michael and Dr. Raphael Ng’etich serving as joint secretaries.
The panel’s tasks include authenticating claims using data from institutions such as IPOA, KNCHR, and the Ministry of Health, and advising on accountability through the ODPP. It will also engage families, civil society, and faith groups to ensure fairness and inclusivity.
The team will serve for 120 days, with powers to access official records and request information as needed. Funding will follow the Public Finance Management Act, with payments made through auditable channels. The panel must also maintain transparent records, allow audits, and publish anonymised progress updates.
