Nairobi, November 19 – Outspoken Nairobi County Chief Officer for Environment Geoffrey Mosiria has been reassigned to a new role in Governor Johnson Sakaja’s latest reshuffle.

According to a circular dated November 18, 2025 and signed by Sakaja, Mosiria will now oversee Citizen Engagement and Customer Service.

Acting County Secretary Godfrey Akumali has been shifted from the Business and Hustler Opportunities docket to Housing and Urban Renewal.

Mosiria’s former position has been handed to Hibram Otieno, who previously headed Medical Facilities, while Lydia Mathia moves from Housing and Urban Renewal to take over Business and Hustler Opportunities.

Mosiria, known for aggressively enforcing environmental regulations often filming raids and compliance operations for social media has ruffled feathers within City Hall. Some colleagues felt his high-profile style overshadowed Governor Sakaja, though the governor has insisted the reshuffle is routine and within his mandate.

“In line with Section 45(5) of the County Government Act 2012, the following County Chief Officers have been reassigned. The changes take effect immediately,” Sakaja stated in the memo.

Other shifts include Tony Michael Kimani’s Social Services docket being renamed Social Services and Estate Management, while Sande Oyolo leaves Digital Economy and Start-ups to take over Medical Facilities.

Wilson Gakuya moves from Smart Nairobi to Digital Economy and Start-ups, and Dr. Machel Waikenda will now serve as Acting Chief Officer for ICT Infrastructure while still retaining the Mobility docket.

Producer Clement “Clemo” Rapudo exits City Culture, Arts and Tourism to lead Smart Nairobi, as Zipporah Mwangi steps in to replace him.

The reshuffle coincided with the introduction of six new administrative units, known as Boroughs, intended to streamline service delivery across Nairobi.

The new Boroughs Western, Northern, Southern, Eastern, South Eastern, and Central will each have a designated manager.

Western will be led by Janet Waeni Kimeu; Northern by John Saruni; Southern by Darasso Luka Wario; Eastern by George Muga; South Eastern by Susan Wanjiru Gichamba; and Central by Charles Baldy Mabonga.

“In line with Sections 48 and 72(2) of the County Government Act 2012, the following transfers and redeployments have been made across the Boroughs, Sub-County Administration, Green Nairobi, and the Built Environment & Urban Planning sectors,” Acting County Secretary Akumali announced in another memo to staff.
