Nairobi, September 8- President William Ruto has signed four Bills into law, introducing new legal frameworks covering population planning, aviation charges, management of public funds and the administration of trusts.
The legislation includes the National Council for Population and Development Bill, Air Passenger Service Charge Amendment Bill, Public Finance Management Amendment Bill 2025 and Trust Administration Bill.
The new population law establishes the National Council for Population and Development as a statutory body responsible for coordinating population policies and linking demographic trends to national development planning.
Ruto also approved amendments to the Air Passenger Service Charge laws, aimed at streamlining the collection and management of charges paid by air travellers while strengthening regulation in the aviation sector.
The Public Finance Management Amendment Bill seeks to improve accountability and oversight in the management of government resources at both national and county levels.
Meanwhile, the Trust Administration Bill establishes clearer rules for managing trusts, including the responsibilities of trustees and the rights of beneficiaries. The framework is expected to strengthen the use of trusts in areas such as estate planning and asset management.
All four Bills had completed the parliamentary process before being submitted to the President for assent.
